The instruments to de-risk MSME lending such as credit guarantees, insurance, risk-sharing facilities and blended finance already exist. The problem is that their benefits rarely reach the borrower. Indemnity payouts arrive too slowly to keep firms resilient; credit insurance seldom translates into cheaper or larger loans, and fragmented risk pools are too small to tap reinsurance markets at scale. Each tool works in isolation; together they do not yet add up to a system.
This panel examines how to make them coherent. It looks at faster, more reliable payouts; making risk protection show up in the price and size of loans; and portfolio-based guarantees that shift how lenders perceive MSME risk. It weighs how blended finance, combining concessional and commercial capital through first-loss structures, can crowd in private investors, and how aggregated risk pools and reinsurance linkages let these mechanisms scale to underserved markets.
