Nontobeko Lubisi

Nontobeko Lubisi is the National Treasury's Director of Financial Inclusion, in charge of driving South Africa's financial inclusion agenda through policy and strategy development. In 2023, she successfully finalized and secured Cabinet's approval of the country's first Financial Inclusion Policy Framework.

She has built a reputation as a speaker and advisor on access to finance issues. In 2026 she served on the judging panel for the Digital Banker’s Global SME Banking Innovation Awards, and during South Africa’s 2025 G20 Presidency, she was instrumental in encouraging the Global Partnership for Financial Inclusion Working Group to dedicate its focus on and design policy options for moving individuals from mere access to usage of financial services – a topic that is particularly relevant for Africa.

Nontobeko serves on the boards of public sector entities, i.e. the Financial Sector Transformation Council and the newly established Small Enterprise Development and Finance Agency, where she is a non executive director.In November 2023,she received the Association of Black Securities and Investment Professionals (ABSIP) Financial Inclusion Award for "Low-Cost Access Provided to Lower LSMs", recognizing her work in advancing financial inclusion in South Africa.

Ms Lubisi has recently completed Harvard Business School's Strategic Leadership Program in Inclusive Finance. She also holds a Master of Philosophy (Taxation) from the University of Pretoria, a Postgraduate Diploma (Development Finance) from the University of Stellenbosch Business School, a Bachelor of Commerce (Statistics) from the University of Pretoria, and a Bachelor of Technology (Quality) from the University of South Africa.
