Talgat Smagulov
Deputy Chairman, DAMU Entrepreneurship Development Fund
Mr. Talgat Smagulov is the Deputy Chairman of the Management Board of Damu Entrepreneurship Development Fund JSC, Kazakhstan’s national development institution dedicated to supporting the growth of micro, small and medium-sized enterprises (MSMEs).
Mr. Smagulov has 17 years of professional experience in entrepreneurship development and public administration. He joined Damu Fund in 2011 and has held a number of senior management positions, including Head of the Monitoring Department and Managing Director. Since May 2025, he has served as Deputy Chairman of the Management Board.
In his current role, Mr. Smagulov oversees DAMU Fund’s strategic development and key financial support instruments for MSMEs, including the Guarantee Fund and interest rate subsidy programs. He also supervises the implementation of state support initiatives aimed at expanding access to finance and fostering sustainable entrepreneurship in Kazakhstan.
