Paulo Henrique Pereira

Since April 2026, Paulo Henrique Pereira has served as Minister of Entrepreneurship, Microenterprises and Small Businesses in the third administration of President Luiz Inácio Lula da Silva. In this capacity, he leads the formulation and implementation of public policies aimed at strengthening Brazil’s ecosystem of more than 40 million entrepreneurs and expanding economic opportunities for micro and small enterprises.
From 2023 to 2025, he served as National Secretary for Consumer Affairs at the Ministry of Justice and Public Security, where he oversaw policies related to Brazil’s National Consumer Protection System and coordinated initiatives to safeguard consumer rights and strengthen consumer relations.
Previously, he served at the Presidency of the Republic as Secretary of the Executive Secretariat of the Council for Sustainable Economic and Social Development, contributing to the coordination of dialogue among government institutions, civil society organizations, and economic stakeholders in support of strategic national development agendas.
He also served as Special Advisor to the Minister of Justice and Public Security, Ricardo Lewandowski, and participated in a number of institutional councils and initiatives dedicated to governance improvement and public sector modernization.
In the political sphere, he is a member of the Brazilian Socialist Party (PSB) and serves on its National Executive Committee as First Secretary. In this role, he contributes to the party’s national political coordination alongside PSB National President João Campos, supporting alliance-building efforts, electoral strategy, and policy discussions on economic development and entrepreneurship throughout Brazil.
Alongside his public service career, Minister Pereira has pursued an academic career at the Faculty of Law of the University of São Paulo (USP), where he is a Professor in the Department of State Law.
Between 2020 and 2021, he conducted academic research at Harvard University as a researcher affiliated with the African and African American Resistance Studies Program and the African and African American Studies Department, served as a Visiting Fellow at the Faculty of Arts and Sciences, and co-coordinated the Working Group on Comparative Slavery.
Minister Pereira earned his Bachelor of Laws (LL.B.) degree from the University of São Paulo in 2009, completed a Master of Laws (LL.M.) in 2015, and obtained a Ph.D. in Philosophy and General Theory of Law from the same institution. His doctoral studies included a period of research at Harvard University.
His distinctions and honors include the Order of Rio Branco, at the rank of Commander, the 2023 USP Outstanding Thesis Award, the Spencer Vampré Medal, and several other academic and institutional recognitions.
