Head of Policy and Regulation, National Payment System Department, South African Reserve Bank

Annah Masoga heads the Policy and Regulation Division of the National Payment System (NPSD) at the South African Reserve Bank. She is responsible for developing policy and regulatory framework for the South African payments industry, including anti-money laundering, combating of terrorist financing and combating proliferation financing framework, as well as for authorisation and designation of participants and systems in the national payment system. She represents the NPSD on relevant domestic, regional and international standard-setting bodies, and payments integration, policy coordination and cooperative structures, including the Committee on Payments and Market Infrastructures, Financial Action Task Force, Alliance for Financial Inclusion and SADC. She holds a Master’s of Science in Finance (Economic Policy) from the University of London (CeFiMS), and Bachelor of Arts (BA) and Bachelor of Laws (LLB) degrees from the University of the Witwatersrand. She has over 20 years’ experience in the financial services sector, having previously worked for the Financial Sector Conduct Authority as the regulator for securities services including exchanges, clearing houses and central securities depositories. Prior to being a regulator she was a practising attorney and conveyancer, working at Deneys Reitz Attorneys (currently Norton Rose Fulbright).
